Harley-Davidson Police edition Passenger Conversion
You can see what I did to get my Police bike ready for riding with a passenger.
Goal: to get a passenger seat, passenger floorboards, backrest and radio
1) Seat
Police Air seat is very comfortable and I wanted to keep it. I was looking for a comfortable passenger seat that would fit. I found it on Mustang website:
http://www.mustangseats.com/Product/79428/Smooth-Recessed-Rear-Seat-Harley-Davidson-FLHP
There is a need of #78032 Solo Mounting Nuts in order to install the passenger seat. You can convert one-piece seats to two--piece seats.
To secure the back of the passenger seat you will need Harley part #59768-97. On Police bikes there is nothing on the fender, just a black plug with the bar & shield logo. It installs from the bottom of the fender in the hole.
It is not easy to do it, there is a trick how to use a stiff wire with a king in it to thread it through the fender hole, see this video:

When you finish this just use standard seat bolt or some chrome one.
I don't have the picture of my bike, but it looks like on the picture above.
If you want to get rid of the air ride solo seat, you can replace it with any Touring seat.
2) Passenger Floorboards
You will need floorboard brackets(#52719-93B), screws and floorboards. It takes a few minutes to mount it.
3) Tourpak
I didn't install the tourpak, but you can do it, but it needs a little more work because of the way the Police bags open, the tour pak(if you want one)would have to be shimmed up about 3/4" to give the saddlebag lid clearance to open.
4) Backrest
I used a detachable passenger backrest instead of Tourpak. An appropriate hardware docking kit was needed.
5) Radio
On police bikes there is no radio, only glove box. I bought a set from Biketronics.
eshop for bikers focused on rare and collectible Harley-Davidson items.
